01 -  Arrange cauliflower florets in a steamer basket over boiling water. Steam until fork-tender, approximately 10 to 12 minutes. 
 02 -  Transfer hot cauliflower to a large bowl. Add roasted garlic, grated Parmesan, milk or broth, butter, salt, and black pepper. 
 03 -  Mash mixture using a masher or blend with a blender until smooth and creamy. Adjust seasoning as required. 
 04 -  Spoon warm mashed cauliflower into serving dishes.
