01 -  Cook the pasta according to package instructions. Drain and rinse under cold water to cool. 
 02 -  In a large bowl, combine the cooled pasta, corn, red bell pepper, red onion, and cilantro. 
 03 -  In a separate bowl, whisk together the mayonnaise, sour cream, lime juice, chili powder, garlic powder, salt, and pepper until smooth. 
 04 -  Pour the dressing over the pasta mixture and toss until well combined. 
 05 -  Gently fold in the cotija cheese, reserving some for garnish. Chill in the refrigerator for at least 30 minutes before serving. Garnish with additional cotija cheese and cilantro if desired.
